In case you were wondering I used a Winnie the Pooh brush for this tutorial. You can download its brush pack here.
1. Open up a new transparent image. Place the brush on the image then go to your layers dialog and alpha to selection.

2. Select a hard circle brush. I used circle 19. Scale it down to 0.6 (the scale option is the tool box). Then place the spacing of the brush to the max which is usually 200.

3. Select the background layer in the layer’s dialog and then press delete 3 or 4 times on your keyboard. You should end up with nothing but the selection.
4. Go to Edit > Stroke Selection

Click stroke with paint brush, then make sure paint brush is selected. And click ‘Stroke.’
Then go Select > None and you should end up with something like this:

You can even overlap the dotted brush with the original.
